Gujarat development model, would it suit rest of India?

Narendra modi's development model in Gujarat is really great , no doubt but unfortunately that would not workout in most of the rest of India according to me. ..hmm let me put it other way -unfortunately most of the rest of the India is not yet prepared to accept such development model.

No " all free " schemes..no great subsidies ..but still government could win second time! 

That became possible not only because of Modi's good governance and administration but also due to  conception of an average voter of Gujarat. As you might be aware, good % of Gujarat's population is business group whether it be small or medium or large , they prefer business to employment. Hence the possibility.

If some party/leader campaigns in Gujarat promising "FREEs" if they come to power, their chances of winning would decrease there unlike in rest of India.Major % of Gujarat voters would instead think/say " we dont need anything free ..take justified amount from us and give us the best quality of infrastructure and show us the real development " . It would be over expectation to expect the same from rest of India.

Hence I doubt whether Modi would be appreciated even if he becomes PM. Modi's great achievements like -transparency in governance , accountability , very minimal corruption, great development in infrastructure etc are still things of no big concern for an average voter of India , a land where a little % of huge money robbed from people by leaders in one form or the other would be distributed again on the name of schemes and subsidies ..and people call them great leaders :-)!
